I have posted an excel file that has some of my detailed calculations that support a $25 million bond.  The $25 million bond actually presents a $30 million project cost.  The reason only $25 million needs to be borrowed is because the school already raised over $2 million in last year’s $5 million bond that was to be spent on the high school.  In addition to this $2 million, the school has over $4 million in surplus from it’s over budgeted costs for the past several years.  I am proposing that $3 million of this $4 million be used to fund the renovation.  By state standards, the school should not have more than $1.2 million in surplus on hand.

My cost of $30 million vs. the school’s estimate of $47 million differs solely based on eliminating the 90,000 excess square feet of space in the project.  The school plan is actually not really a renovation plan it is a 50% expansion of the high school from about 205,000 square feet to 307,000 square feet.  The proposed plan equates to over 300 square feet per student based on the highest projected school enrollment of 1022 in 2018.  This 300 compares to less than 200 square feet per student average for the high schools built over the past ten years.  In addition, the enrollment after 2018 begins to decline.  The most reliable studies are uncertain after 2019, but the enrollment is much more likely to go down after 2019 then it is to go up.

The proposed plan is to build 170,000 new square feet of space and to remove 65,000 square feet of space.  It will also renovate about 115,000 square feet of space. This is not a “renovation” it is a major expansion.  The issued that has not be answered is why would we need to expand a facility by 50%, when that facility has a capacity of 1200 students and currently has no projections where the enrollment goes over 1022?  While this project will not go through a state review (because the state is not funding it) my discussion with Scott Brown (lead official who approves school construction projects) at the Maine Department of Education clearly suggests that it would not be approved by the state because of the excessive square feet of space and the lack of high enough utilization of the space.

Finally, no one likes it when I compare South Portland to Scarborough, but the SP property tax rate at $15.70 is already 24% higher than Scarborough’s tax rate of $12.64 and the projected rate increase to pay for this $44 million bond will increase the rate to $16.87 or 33% more than Scarborough.  Good luck trying to get any new businesses to locate in SP vs. Scarborough.

Unlicensed Tattoo Artist Arrested

A Sanford man has been arrested after two underage South Portland girls reported they received tattoos from a man they met on the Internet. Rayvon Freeman of Sanford allegedly met the two girls—who are under 18—on the Web site, My Space. One girl is a teenager and one a pre-teen. He met them at an apartment and put a tattoo on each girl.

He is charged with Tattooing Without a License and Tattooing a Person less than 18 years of age.

On August 29, 2010, two local juvenile females reported that they had received tattoos from an adult male on August 25th. One of the females is a teenager and one is a pre-teen.

Maine law states that anyone performing tattoo work must be licensed, and it is also illegal to tattoo anyone under the age of 18. I feel it is important to notify and educate parents and their kids because in this particular case the juveniles and the suspect met on MySpace.

Within hours of their first on-line “chat”, the male drove to South Portland and put a tattoo on each girl knowing or believing that they were not 18 years of age. The incident occurred in an apartment; not a clean sanitized environment.

Following a brief investigation, Rayvon Freeman, 23, of Sanford, was arrested and charged with the following misdemeanor crimes:

Assault, Class D
Tattooing Without a License, Class E
Tattooing a Person less than 18 years of age, Class E

Bail was set at $3,000, unsecured. Freeman’s bail conditions include no contact with the
victims, and no use of possession of tattoo equipment.

These unlicensed tattoo artists are referred to as “scratchers” and they do not meet the standards set by the state. People should be aware that they are out there and beware of them. Community Mission Dinner at Peoples United Methodist Church 6:00 p.m. We

as well as mission trip plans for 2011. There will be child supervision with a video

Police Ramping Up OUI Enforcement

Focus: OUI Enforcement

As a recipient of grant funding from the Maine Bureau of Highway Safety, the South Portland Police Department is ramping up its OUI enforcement efforts between now and the end of the Labor Day weekend. The department will be putting additional officers on the street, looking specifically for impaired drivers. Focused patrol details have been scheduled during the
above time period, along with at least one high visibility checkpoint.

Weekends and holidays can bring an increase in alcohol consumption and drunk driving, along with alcohol related crashes and deaths. The National Highway Traffic Safety Administration statistics indicate that an estimated 11,773 people died in drunk driving related crashes in 2008. This represents almost 1/3 of all total highway traffic fatalities for that year.

The decision to drink and drive can be a costly one, not only in terms of serious injuries or related deaths, but also to the offenders themselves. An OUI conviction can result in jail time
and expenses exceeding $7,000, including fines, towing charges, bail bonds, attorney fees, insurance increases, etc. The costs and potential tragedies associated with drinking and driving are too great. Whether you’ve had way too many or just one too many, it’s not worth the risk.

Saving lives on our roads is a top priority and we need everyone’s help to do it. The department is seeking the motoring public’s voluntary compliance and assistance in getting drunk drivers off the road. Below are a few suggestions to help drivers enjoy a safe and festive weekend or holiday, without jeopardizing their life and the lives of the others who may
be on the road:

Plan a safe way home before the festivities begin;
Before drinking, please designate a sober driver and give that person your keys;
If you’re impaired, use a taxi, call a sober friend or family member, or use
public transportation so you are sure to get home safely;
If you happen to see a drunk driver on the road, don’t hesitate to contact your local law enforcement;
And remember, if you know someone who is about to drive or ride while impaired, take their keys and help them make other arrangements to get to where they are going safely.

Two Men Arrested on Ocean Street, Charged with Burglary

At the above date and time, the South Portland Police responded to a caller’s report of two males creating a disturbance in the area of 79 Ocean Street.

When officers arrived, they located two males attempting to gain entry into the locked common area of an apartment building. The males were carrying surveying and construction equipment that was subsequently discovered to have been stolen from a nearby construction truck. They also had checks and other items just stolen from another nearby
vehicle. While the males were being detained, one made threats to intimidate a victim in an attempt to prevent them from filing a victim statement.

After gathering the facts of the matter and contacting the victims, officers arrested the two males and transported them to the Cumberland County Jail.

Adam Rice, 27 of Portland was charged with burglary to motor vehicle, receiving stolen property, and possession tools.

Eric White, 21, transient, was charged with burglary to motor vehicle, receiving stolen property, possession of burglar’s tools and tampering with a witness.

Both men were transported to Cumberland County Jail, and the case has been referred to the Cumberland County District Attorney’s Office for prosecution.

The receiving stolen property charges were charged as Class C felonies due to the value of the stolen items being in excess of $1000.00

The tampering with a witness charge was charged as a Class B felony due to the use of threats and intimidation toward a victim of a crime.
