Consultant’s Directive, Findings Unknown

The public seems unlikely to learn anything about the independent consultant’s report that was ordered by City Manager Jim Gailey to investigate complaints by laid-off Community Center Manager Deb Smith.

Gailey is refusing to release the findings, other than to Smith and her attorney. Meanwhile, Smith said last week that the report does not mention any of her complaints, though she met with consultant Michael Wing. She and her attorney have asked for a meeting with Gailey.

Gailey now has declined a request by resident Calvin Muse to discuss the directions he gave to Wing or provide the written order. He also will not say how many complaints Smith made in an exit letter she gave to the city, or how many of those complaints Wing’s report attempted to address.

Here is the exchange Muse had with the city manager:

  Mr. Muse,
Mike Wing was given the letter submitted by Deb Smith.  The charge was
to look into and explore the contents of the letter and report back the
findings.  I am unable to provide you a copy of the original charge
and instructions based on these where solely based on the Smith letter and
the letter is being held in confidential.

Mr. Gailey,
Could you please flesh your position out a bit more.  How does
the number of complaints in Ms. Smith’s letter relate to personnel items?
It seems at the very least citizen’s should be able to gauge the
effectivness of a report that their tax dollars have paid for.
If Ms. Smith identified 20 items of concern and Mr. Wing’s was hired to address these issues
shouldn’t citizen’s have the right to know how well he did?

  So again without discussing the nature of anything in the letter, no names, no
specific incidences, no times, dates or places, merely a count of the
issues raised and then an accurate assesment of how many of these
concerns were addressed in Mr. Wing’s report.  Simple, just a count and then a
cross reference thats all I am asking for.

I find it difficult to answer your question without bringing in
information with regards to the report.  As you know the report is
confidential and even going as far as to say how many issues raised and
how many were addressed brings me to close to the line of giving out
information.

So basically we spent several thousand dollars on a report that is for the city manager’s eyes only, and most likely tells him what he already knows?  What was the point?
